EPA 40 CFR 264.173 Management of containers

(a) A container holding hazardous waste must always be closed during storage, except when it is necessary to add or remove waste.
(b) A container holding hazardous waste must not be opened, handled, or stored in a manner which may rupture the container or cause it to leak.


Note: Per EPA Guidance Letter dated 12/3/2009 the following are acceptable:
All Drum Funnels, All Drum Lids, All Oily Waste Cans

Per EPA 40 CFR 63.803(g) Finishing, gluing, cleaning, and washoff materials

Work Practice Standard Storage Requirements: (g) Storage requirements. Each owner or operator of an affected source shall use normally closed containers for storing, finishing, gluing, cleaning, and washoff materials.
